In the context of the Industrial Emissions Directive (IED), BAT documents refer to BAT reference documents (BREFs), which are the result of the exchange of information between Member States, industry and the professional public within the framework of the so-called Seville Process.
BAT documents describe the techniques used, emission levels and resource consumption, as well as techniques considered to be BAT for specific industrial activities, and their integral and legally most significant part are BAT conclusions. In accordance with the Industrial Emissions Directive, BAT conclusions serve as a reference basis for setting emission limit values and conditions in integrated permits for industrial installations.
BAT reference documents (BREFs) are the result of the 'Seville Process'. Most BREFs cover specific agro-industrial activities; such BREFs are referred to as 'sectoral BREFs'. However, there are also several 'horizontal BREFs' that address common issues such as energy efficiency, industrial cooling systems or emissions from storage, with relevance for industrial production in general. A special BREF has been developed to monitor emissions to air and water from installations under the Industrial Emissions Directive, referred to as 'ROMs'. The table below shows an alphabetical list of all BREFs produced to date.
The first BREFs were established under Directive 2008/1/EC, which codified the rules for permitting industrial installations, as set out in the Integrated Pollution Prevention and Control (IPPC) Directive 96/61/EC. The IPPC Directive was later repealed by the Industrial Emissions Directive (IED) 2010/75/EU. For BREFs adopted under an IED, the table in the column "Adopted/Published document" also shows the BAT conclusions adopted by the committee procedure in accordance with Article 13(5) of the IED. "BAT conclusions" are a document containing the parts of a BREF that set out the best available techniques (BAT) conclusions. In accordance with Article 14(3) of the IED, BAT conclusions are the reference for setting emission limits and permitting for the operation of large agro-industrial installations covered by Annex I of the IED.
